
The Executive Chairman First Inland Revenue Service (FIRS) Zacch Adedeji, PhD, on behalf of the FIRS signed a MoU with France’s Direction Générale des Finances Publiques (DGFiP) on Wednesday, December 10, 2025.
FIRS Chairman Zacch Adedeji and the French Ambassador to Nigeria, Marc Fonbaustier, signed the memorandum of understanding on behalf of both countries.
The agreement, signed at the French Embassy in Abuja, brings FIRS into a formal working partnership with France’s tax authority, Direction Générale des Finances Publiques, one of Europe’s most technologically advanced revenue agencies.
Adedeji said the partnership symbolises a shared ambition to build “stronger, more resilient and forward-looking” tax systems at a time global public finance is being reshaped by technology, artificial intelligence and cross-border digital commerce.
Adedeji said France stands to benefit from Nigeria’s rapid digital expansion, its youthful and tech-savvy population, and the innovative solutions emerging from Africa’s largest market.
“This two-way exchange is essential as both countries adapt to emerging challenges such as artificial intelligence deployment, cybersecurity and cross-border taxation,” Adedeji said.
He noted that the agreement will deepen collaboration in digital transformation, enabling both tax authorities to exchange ideas on technology-driven compliance, taxpayer services, data-led enforcement, and emerging issues such as artificial intelligence, cybersecurity, and cross-border taxation.
The Zacch Adedeji, PhD also emphasized workforce development and strengthened bilateral cooperation in international taxation, including information exchange, transfer pricing, and BEPS-related initiatives, reaffirming FIRS’ commitment to a sustainable partnership that supports a modern, trusted, and globally connected revenue administration.
