BRIEF ON THE APPOINTEES
MALAM IBRAHEEM MUSA
Until his appointment as Chief Press Press Secretary (CPS), Malam Ibraheem Musa was a Media Consultant to Governor Uba Sani. He served as a Senior Special Assistant on Media and Publicity in the previous administration.
Malam Ibraheem Musa has over 30 years of post graduation experience in various news organisations, culminating in his appointment as the pioneer Editor of Blueprint Weekend Newspaper in 2017.
The new Chief Press Secretary started his working career as a Press Review Officer in Government House, Bauchi in 1991. Thereafter, he joined Hotline News Magazine in 1993 and rose to the position of Deputy Editor. He had a short stint with The Sentinel Magazine, before joining the New Nigerian Newspapers, where he spent 10 years. At the New Nigerian, he was the Political Editor and a member of the Editorial Board.
While on a Leave of Absence, Malam Ibraheem Musa served in the National Assembly as a Legislative Aide. In 2007, the new Chief Press Secretary was appointed the Political Editor of Trust Newspaper. After a year, he became the Kaduna Bureau Chief of the Newspaper. In 2011, he left for the Blueprint Newspaper as Kaduna Bureau Chief. In 2017, he was appointed the Editor of Blueprint Weekend.
Malam Ibraheem was the Deputy Director of Strategic Communication of the Kaduna State APC Campaign Team in 2019. In the 2023 campaign, he was the Director of Strategic Communication and Spokesman of the APC Campaign Team.
ENGR. SHUAIBU KABIR BELLO
Engr. Shuaibu Kabir Bello, the Managing Director, Kaduna Mining Development Company (KMDC) is a highly accomplished professional with a unique blend of technical expertise and strategic leadership. His career spans multiple sectors, including engineering, governance, ICT and policy development, where he has consistently demonstrated a forward-thinking approach to solving complex challenges. His educational background and diverse global training reflect a deep commitment to continuous learning and innovation, equipping him with the skills to navigate and influence the evolving landscape of public service and infrastructure development.
Throughout his professional journey, he has held notable positions such as Senior Special Assistant on ICT to the Governor of Kaduna State and Senior Corrosion Engineer at the Nigerian Ports Authority. His involvement in high-level committees and certifications, including Council for Regulation of Engineering in Nigeria (COREN) and Project Management Professional (PMP), along with memberships in key engineering societies, underscores his versatility and leadership within Nigeria’s public and professional sectors. He is a member of the Nigeria Institution of Metallurgical Mining & Materials Engineers (NIMMME).
Engr. Bello holds a Masters in Business Administration (MBA), Postgraduate Diploma in Management, Bachelor of Engineering (Metallurgical and Materials Engineering) from Ahmadu Bello University, Zaria, and a Certificate in “Adaptive Leadership for 21st Century Africa 2018” from the Kennedy School of Government, Harvard University, USA.
ILIYA TIMBUAK
Iliya Timbuak, the Managing Director, Kaduna State Enterprise Development Agency (KADEDA) is a highly experienced Project Manager and Quantity Surveyor. An entrepreneur and investment specialist, he is currently the Senior Special Assistant (SSA) to the Governor on Community Relations.
From 2020 to 2022, Mr. Timbuak served as the Project Manager at one of the leading construction companies in Nigeria, Mothercat Nigeria Ltd. From 2014 to 2018, he was a Project Manager/Quantity Surveyor at Nebat Global Concept Ltd.
He holds a Postgraduate Diploma in Building, Higher National Diploma in Quantity Surveying, and National Diploma in Quantity Surveying. He has exceptional organization, project management, and problem solving skills.
DR. JOHN DANFULANI
Dr.John Danfulani, the Executive Secretary, Kaduna State Residents Identity Management Agency (KADRIMA) is a development specialist and seasoned professional in the field of International Relations. He bagged his first degree (Bsc) from the prestigious Ahmadu Bello University Zaria, his Masters degree (MSc) from University of Jos, and Doctor of Philosophy (Ph.D) from University of Abuja. He has a wealth of experience across diverse professional fields. He has excelled in lecturing, research, governance, lawmaking, politics, community mobilization, and development.
His public service record includes roles as: Local Government Councillor, Special Assistant to Governor Ahmed Makarfi, and Senior Special Assistant to Governors Namadi Sambo and Sir Patrick Ibrahim Yakowa on Media and Public Matters. He is currently a Senior Special Assistant to H.E. Sen. Uba Sani on Research and Documentation, where he plays a critical role in providing data-driven insights for policy development.
He is an astute political mobilizer with a long track record of success, starting from his days as a student union leader at Ahmadu Bello University in the 1990s. He was part of the team that delivered APC’s historic electoral victories in 2015 and 2023. He participated in the transition committees that facilitated smooth power transfers in Kaduna State in 2015 and 2023.
MOHAMMED MUBARAK
Mohammed Mubarak, the Acting Executive Secretary, Kaduna State Universal Basic Education Board (SUBEB) is a project management specialist, finance and investment expert, and Quantity Surveyor. He has served in various capacities in the Kaduna State Government in the area of Project Implementation and Monitoring.
Before his appointment, Mohammed Mubarak was a Member, Better Education Service Delivery for All (BESDA) Project Implementation Committee, and Permanent Member, Project Management, Kaduna State Universal Basic Education Board (SUBEB).
From July, 2019 to June, 2021, he was the Secretary, Kaduna State Infrastructure Development Council. He served as Senior Special Assistant to the Kaduna State Governor on Project Implementation from February, 2016 to August, 2019, and from July, 2019 to September, 2019.
He holds a Masters in Facilities Management and Bachelor’s Degree in Quantity Surveying. He obtained professional certifications from the Nigerian Institute of Management, Project Management Institute, Nigerian Institute of Quantity Surveyors, Quantity Surveyors Registration Council of Nigeria, and Royal Institute of Chartered Surveyors, UK.

Aliyu Saeed, the Executive Director, Finance and Administration, Kaduna Mining Development Company (KDMC) was the former General Manager, Kaduna State Contributory Health Management Authority (KADCHMA)
MUHAMMAD SALISU
Muhammad Salisu, the Executive Director (Operations), Kaduna Markets Development and Management Company (KMDMC) made his mark in public service at the local government level. In 2010, he was the Supervisory Councillor (Works), Kaduna South Local Government. In 2007, he served as Supervisory Councillor (Agriculture), and Chairman, Committee on Revenue, Kaduna South Local Government. From 2004 to 2007, Muhammad Salisu was a Special Adviser to the Chairman, Kaduna South Local Government. He holds a Diploma in Law from Ahmadu Bello University, Zaria.
HON. SHEHU USMAN IBRAHIM
Hon. Shehu Usman Ibrahim, the Special Assistant, Local Government and Chieftaincy Matters was Executive Chairman, Kauru Local Government from 2012 to 2014. He was previously a Councillor, Kauru Local Government, and Education Officer, Department of Education, Kauru Local Government. He served as a Legislative Aide in the National Assembly from 2009 to 2011.
FALMATA U. ABACHA
Falmata Abacha, the Senior Special Assistant, Social Investment is a highly experienced and detail – oriented Accountant. She is also a leading advocate for the empowerment of women, youth, persons with disability, and other vulnerable groups. To realize her vision of empowering women through entrepreneurship programmes and functional economic intervention, she established the IDEAL WOMEN SUPPORT AND EMPOWERMENT FOUNDATION.
A Chief Accountant with Kaduna North Local Government, Falmata Abacha served as Director, Women Mobilization, Kaduna State Gubernatorial Campaign Council. She is currently the Public Relations Officer/Welfare Secretary, Association of National Accountants of Nigeria (ANAN ), Kaduna Branch.
Falmata Abacha is proficient in financial reporting and analysis. She has strategic financial planning and forecasting abilities, as well as leadership skills in guiding accounting teams and projects. She holds the Master of Business Administration, Postgraduate Diploma in Management, Postgraduate Diploma in Accountancy, Higher National Diploma in Business Administration, and Certificate in Computer Studies.
ABDULHAMID ABDULLAHI MAKARFI
Abdulhamid Abdullahi Makarfi, the Executive Director (Operations), Kaduna State Enterprise Development Agency (KADEDA) is a legal practitioner with experience in Litigation, Property Practice, Academics and Public Service.
Prior to his appointment as Executive Director (Operations), Abdulhamid Abdullahi Makarfi was the Secretary to Makarfi Local Government Council. From 2019 to 2021, he was a Special Assistant to the Honourable Commissioner of Education, Kaduna State. He was Administrative Officer 1 (Legal), Shehu Idris College of Health Sciences and Technology, Makarfi from 2013 to 2019. He was Assistant Lecturer (NYSC), Department of Public and Private Law, Yusufu Bala Usman College of Legal and General Studies, Daura, Katsina State from 2011 to 2012.
He holds the Bachelor of Laws (LL.B Hons), Barrister -at- Law (B.L) and Professional Diploma in Computer Studies.
IYAL AUWAL YAHAYA
Iyal Auwal Yahaya, the Executive Director (Fianance and Administration), Kaduna State Enterprise Development Agency (KADEDA) is a top banker and financial analyst. He holds the Master of Business Administration, Postgraduate Diploma in Mass Communication, and Higher National Diploma in Mass Communication.
BASHIR TIJJANI BABAJO
Bashir Tijjani Babajo, the Special Assistant, Special Duties is a Facility and Marketing Specialist. A renowned forensic professional, he has held many important corporate positions. Before his appointment as Special Assistant, Special Duties, he was the Executive Director (Operations), Agricultural Insurance Cooperations (NAIC). From 2019 to 2020, he was Head, Public Sector, Royal Exchange General Insurance Co. Ltd, Abuja. From 2007 to 2008, he was Director (Marketing and Utitilzation), Kaduna State Forestry Management Project. Bashir Tijjani Babajo holds the Master in Business Administration (MBA) and Bachelor of Science, Business Administration.
While congratulating the new appointees, Governor Uba Sani charged them to deploy their skills and competences to help accelerate the pace of development in Kaduna State and deliver on the Governance Agenda of his administration. He wished them God’s guidance in their new assignments.
