In accordance with Civil Service rules and international best practices, a Grade Level 8 officer is not a junior staff. Therefore, and by implication it implies that only the state Government can hire and fire a Level 8 officer and not the Local government.
That was confirmed during employment of graduates by the State Universal Basic Education Board (SUBEB) in February 2018 as Grade level 08 step 02. (GL08/02) employees.

In accordance with public service rules that created a uniform payment system in the payroll for all workers in the same Grade Level as well stated in the payroll legislation, a Grade 08/02 in the Ministry of Science Technology & Education should be the same with a Grade 08/02 in State Universal Basic Education Board (SUBEB). Reasons? They have the same employer and the same Grade Level.
The Kaduna State minimum wage act as legislated and known as the Consolidated Salary Structure which took effect from September 2019 made the Leave Grant Allowance to be split into monthly net salary at 10% of Basic.
The consolidated salary structure was adopted as a mode of payment for all Kaduna State civil servants. Any administrative policy that will try to negate or go contrary to the Minimum Wage Act is therefore a deviation from the rule of law.

(1). CONS. BASIC = ₦ 51227.33 (Capture)
(2). 27.5% TSS ALLOWANCE =₦14,087.52 ( only ₦5,957.74 was captured in the payslip) Sum of ₦10,691.09 removed without reasons
(3). 5% TEACHING ALLOWANCE = ₦2561.37 NOT CAPTURED IN THE THE PAYSLIP
(4). ₦10% LEAVE GRANT ₦5,122. Monthly. NOT CAPTURED IN THE PAYSLIP.
TOTAL GROSS PAY= ₦67,876.22 without leave Grant
TOTAL STATUTORY DEDUCTIONS=₦8,.28838
When Removing the statutory deductions from gross pay as captured in the payslip The following was observed:
- Netpay ₦59,037.94 this is our take home. But???
- SUBEB is paying us ₦48, 346.79 SILENTLY since September 2019 till March 2021.( CASE 1)
The arrears yet to be paid back to Teachers from SEPTEMBER 2019 TO MARCH 2022 :
₦203,130.72 excluding Leave Grant.(CASE 2)
Ladies and gentlemen if you multiply ₦203,130.72 by 35000 Teachers under SUBEB, we have!!
₦7,109,582,200.(CASE 3) Over seven billions so far….
Still, SUBEB wants us to be Silent.
✓No to intimidation
✓ No to unlawful deductions
✓ No to violation of writen laws against SUBEB Teachers.
Please let us wake up and stand against injustice in unity.
